The concentration of greenhouse gases has been constantly increasing as a result of human activity, threatening the ecological balance of the planet. The commitment of countries worldwide to address this challenge led to the adoption of the United Nations Framework Convention on Climate Change in 1992. In 1997, the Kyoto Protocol was adopted and later ratified by Bulgaria in 2002. It includes quantitative targets for reducing greenhouse gas emissions.
The National Green Investment Scheme (NGIS) aims to encompass the widest possible range of potential environmental projects in the fields of energy, transport, agriculture and forestry, waste and water management, industry, and other sectors of the national economy. These projects result in the reduction or absorption of greenhouse gas emissions while significantly improving environmental quality, including reducing pollution of air, water, and soil.
NGIS is implemented in partnership with the Republic of Austria and covers environmental projects that lead to a reduction of greenhouse gas emissions and decreased environmental pollution. Between 2011 and 2014, a total of 77 projects were completed to improve energy efficiency in public building
