On 20.02.2025, the 139th regular meeting of the Management Board of NTEF was held, during which the following decisions were adopted:

•             The audited Annual Report on the progress of the Subprogram “Energy Efficiency of Municipal Schools and Kindergartens” (EEMSKG), together with the audit reports of the completed projects, was approved. By 10 March 2025, the report is to be submitted to the Minister of Environment and Water, in their capacity as Seller, pursuant to Article 5.9 of the Agreement on the Purchase of Annual Emissions Allocations (AEAs) between the Republic of Bulgaria and the Federal Republic of Germany.

•             The final reports of the Executive Bureau of NTEF for the completion of the following projects were approved:

2.1 Under the Investment Climate Program:

•             Project No. 295 – Construction and renovation works implementing a package of measures to improve energy efficiency of the Administrative Building at 5 Andrey Chaprazov St., Oryahovo;

•             Project No. 289 – Improving the energy efficiency of the building of MBAL-Pyrvomay EOOD, Pyrvomay;

•             Project No. 328 – Implementation of energy efficiency measures in the school educational infrastructure in Veliko Tarnovo Municipality, separated by subprojects – SP “Implementation of energy efficiency measures at P.R. Slaveykov Primary School,” Veliko Tarnovo;

•             Project No. 297 – Major renovation and implementation of energy efficiency measures using renewable energy in the municipal administration building, UPI XXVIII-874 for KOO, Block 89 in Bratya Daskalovi Village, Bratya Daskalovi Municipality;

•             Project No. 279 – Improving energy efficiency and reducing harmful emissions from the building of “Yordan Yovkov – 1870” Community Center, 44 25th September Blvd., UPI XIX, Block 80, central Dobrich;

•             Project No. 362 – Renovation, modernization, and implementation of energy-saving measures in a building of DCC1 – Gabrovo EOOD, second site;

•             Project No. 507 – Implementation of energy efficiency measures and related activities at the buildings of “Otets Paisiy” Secondary School and “Nikola Velchev” Secondary School, Samokov.

2.2 Under the Subprogram “Energy Efficiency of Municipal Schools and Kindergartens” (EEMSKG):

•             Project No. 8 – “Improving energy efficiency / major renovation and installation of a solar thermal system at Kindergarten Zdravets, Momchilgrad”;

•             Project No. 10 – “Implementation of energy efficiency measures at Hristo Botev Primary School, Sarafovo district, Burgas.”

•             Two projects submitted under the Call for Project Proposals of 17 September 2024 under the Subprogram “Energy Efficiency through Guaranteed Results Contracts (ESCO Contracts)” were approved:

•             Project No. 565 – “Energy efficiency through a guaranteed results contract (ESCO) at Multi-profile Hospital for Active Treatment – Ivan Skenderov EOOD,” Goce Delchev;

•             Project No. 566 – “Energy efficiency project for street lighting in the villages of Bistritsa, Lozen, and Pancharevo,” Sofia Municipality – Pancharevo district.

•             The Management Board of NTEF assigned the Executive Bureau to publish a new Call for Project Proposals under the Subprogram “Energy Efficiency through Guaranteed Results Contracts (ESCO Contracts),” with a start date no later than 20.03.2025 and a submission period of 2 months for Expressions of Interest.

•             The Management Board of NTEF withdraws the funding commitment for Project No. 299 – “Implementation of energy efficiency measures at the building of DCC II Burgas” due to lack of progress.
