The municipalities of Sapareva Banya, Ruse and Svilengrad strengthen the municipal energy management model with new monitoring tools

Building on the results achieved under the implementation of the MENERGERS project (Introducing Municipal Energy Management), financed by the EUKI program, the National Trust EcoFund supported the energy managers of the municipalities of Sapareva Banya, Ruse and Svilengrad by providing professional measuring instruments intended to facilitate the application of the developed municipal energy management model in Bulgaria.

The aim of the initiative is to consolidate and further enhance the capacity built in the pilot municipalities during the period 2022–2025, when an innovative operational model for municipal energy manager services was created and tested within the project. The model demonstrates that systematic collection and analysis of energy data, supported by clearly defined functions and responsibilities, can significantly improve the effectiveness of local measures for energy sustainability.

The provided devices are a tool supporting this process – they enable more precise monitoring of key energy indicators and the identification of optimisation potential in municipal buildings and services. In this way, municipalities can apply the model more comprehensively and expand the scope of energy management at the local level.

MENERGERS highlights the importance of professionally structured energy management for achieving national and European objectives related to energy efficiency, decarbonisation and climate neutrality. The experience of the three pilot municipalities shows that even in the absence of formal institutionalisation, sustainable results can be achieved through strategic partnerships, consistent work and the application of a unified model.

NTEF will continue to promote the development and expansion of the municipal energy management model in support of the ambition for climate neutrality in Bulgarian municipalities, as well as to assist the processes of capacity building and integrating the local perspective into national energy and climate strategies.
