Assessment of Romania’s experience in energy efficiency - State of Play

Municipalities in Romania contribute to achieving national targets, but unfortunately their real potential is not fully taken into account. As major energy consumers, cities should be included in national energy and climate strategies. This perspective will trigger a more in-depth assessment of energy saving opportunities at local level, which in turn would facilitate the development of better financial instruments.

Municipal energy managers are essential for the well-being of a municipality. They must effectively collaborate with decision-makers and all relevant departments of the local administration, communicate on the progress of measures and actions, and on the achievement of possible results.

Municipal energy managers have the skills to present the priority of projects and actions, explaining the constraints but also the consequent benefits; in the process, they involve key public actors in the development and implementation of energy planning and long-term energy strategies, driving new ways of acting and using public policies to create low-emission local communities.
