MUNICIPAL ENERGY MANAGER SERVICE MODEL
In the context of the increasingly complex obligations and commitments of local authorities towards sustainable development, decarbonization and effective management of public resources, Bulgarian municipalities should build structures and capacity for the implementation of policies in the field of energy, climate change and resource efficiency.
European and national legislation, as well as the expectations of citizens, require municipalities not only to plan, but also to effectively implement measures for energy efficiency, the use of renewable energy sources and the control of energy consumption.
This model provides the municipal administration with structured guidance for the establishment of the Municipal Energy Manager (MEM) Service – an administrative unit responsible for the coordination, implementation and monitoring of climate and energy policies at the local level. This function is expected to be integrated into the overall administrative structure of the municipality, with a clear mandate, scope of action and the necessary resources.
This report was prepared within the framework of the MENERGERS project - Energy Managers’ Services in Municipalities. The project is part of the European Climate Initiative (EUKI) of the German Federal Ministry for Economic Affairs and Climate Protection (BMWK).
